Although emergency funding provided quick relief, it also led to uncoordinated growth of support services across government. This resulted in both isolated agency operations and poorly coordinated programs, causing lack of transparency and governance challenges. As federal funding shifts with the end of COVID-era programs, state and local governments should now focus on better coordination of their efforts to ensure effective use of funds.
