Shirley Yong is a Senior Director with Alvarez & Marsal Tax in China. She advises clients on cross-border investments, restructuring, cash repatriation, tax treaty claims, and complex tax disputes with Chinese tax authorities. Known for her ability to provide practical solutions, she combines deep technical expertise with a results-driven approach to address her clients’ most challenging tax and regulatory issues.

With nearly 20 years of experience, Ms. Yong has an in-depth understanding of China’s tax policymaking process and regulatory environment. She maintains close professional relationships with the State Taxation Administration of China (STA) and local tax authorities, developed through technical discussions, consultations, and collaborative government-led projects. Her deep engagement has enabled her to successfully represent clients in high-stakes negotiations and achieve significant tax savings. Additionally, she has engaged with international organizations/platforms such as the OECD, United Nations, International Monetary Fund, and World Bank through government-led projects and forums, contributing to global tax policy discussions.

Prior to joining A&M, Ms. Yong was with a Big Four firm, most recently serving as an Executive Director in the Greater China Tax Policy team. She supported numerous tax controversy cases and policy advocacy projects during her tenure. Ms. Yong was also a key contributor to the firm’s thought leadership initiatives, publishing insights and analyses on tax and regulatory matters that provided strategic guidance to clients and influenced industry practices. Earlier in her career, she worked in the firm’s New York office as part of the International Tax and Transaction Tax team.

Ms. Yong earned a bachelor’s degree from Sichuan International Studies University, an LLM in commercial law from Southwest University of Political Science and Law, and an advanced studies certificate in AI applications in business from the University of California, Berkeley. She is a Fellow of CPA Australia (FCPA).
