Caitlin Thomas-Henkel is a Senior Director with Alvarez and Marsal’s Public Sector Services in New York. She focuses on health system and clinical transformation. Trained as a clinical social worker, Ms. Thomas-Henkel brings 20 years of experience working and partnering across behavioral health, government, and non-profit sectors. She uses her public service background to help states, counties and providers translate complex policies to implement effective solutions.

Prior to joining A&M, Ms. Thomas-Henkel assisted state and providers with advance integrated care, value-based health care and crisis continuums for people with complex medical, behavioral and health related social needs. She advised states with the design and implementation of crisis systems, assessing the costs and feasibility of Medicaid Reentry Section 1115 Demonstration proposals, and the design of a state office-based addiction treatment model. Ms. Thomas-Henkel also served as a Technical Assistance Lead to states participating in the Center for Medicare & Medicaid Innovation State Innovation Model initiative.

Previously, Ms. Thomas-Henkel served as the Deputy Director of the Rhode Island Senate Policy Office, directing legislative efforts focused on job-protected paid family leave, child welfare reform, criminal justice reform, and mental health parity. Earlier, she served as the Director of Substance Use Prevention and Treatment Initiatives for the Mayor of the City of Providence, Rhode Island. She designed nationally recognized citywide policy, systems, and environmental changes to reduce tobacco use and exposure to secondhand smoke. 

Ms. Thomas-Henkel earned a bachelor’s degree from the University of New Hampshire and a master’s degree in clinical social work and policy from Boston University.
