Michael Heifetz is a Managing Director with Alvarez & Marsal Public Sector Services in Washington, D.C. He specializes in Medicaid programs and operations, health care policy and state government operations. His primary areas of concentration are Medicaid strategy, payer and provider management and improvement, data and analytics, and MMIS reform.

With more than 25 years of leadership experience, Mr. Heifetz has served in numerous senior roles across the Medicaid and health care ecosystems. His notable engagements include representing clients on Medicaid financing and policy, managed care, pharmaceutical access and reimbursement, health insurance reform, and numerous regulatory issues. This diversified experience provides a unique 360-degree perspective on today’s health care challenges.  

Additionally, Mr. Heifetz has served in multiple executive roles, including Wisconsin Medicaid Director, State Budget Director, health plan CEO, governmental affairs executive for an integrated health system, and academic health center board member.

Prior to joining A&M, Mr. Heifetz was an independent consultant and founder of Infinite Policy Solutions and a Director with Sellers Dorsey. Previously, he was the Plan President and CEO of Nebraska Total Care (NTC), a Medicaid managed care organization serving 80,000 members. He led a rapid turnaround in profit and loss, quality, medical management, compliance, and other important functional areas. 

Prior to this, as Wisconsin State Medicaid Director, Mr. Heifetz shepherded 1115 waiver amendments and state plan amendments through CMS as Wisconsin contained costs and maximized program flexibility. He led a reinvigorated quality program with MCOs while enhancing contractual and compliance accountability and collaborating with the Office of the Commissioner of Insurance to ensure smooth interaction of Medicaid and Wisconsin’s 1332 waiver. Previously, as Wisconsin State Budget Director, Mr. Heifetz led the development and implementation of the state’s $80 billion biennial budget.

Mr. Heifetz earned a bachelor’s degree in political science and international relations and a master’s degree in public policy and administration from the University of Wisconsin, Madison.
