Frankie Leung

Mr. Leung’s primary areas of concentration are corporate investigations, Foreign Corrupt Practices Act reviews, compliance framework assessments and distributor and supplier audit reviews. He has worked on numerous forensic engagements on behalf of multinational corporates facing management fraud, commercial bribery, financial statements manipulation, alleged FCPA breaches, distributor and supplier audit, asset misappropriation, shareholder disputes and dispute issues.
Mr. Leung has undertaken investigations involving commercial bribery, employee fraud and kickback schemes, financial statements manipulation, management fraud and asset misappropriation and internal control reviews on behalf of MNCs with business operations in China. He also provides recommendations to multinational clients on risk assessment, compliance review and testing, vendor selection and monitoring program and integrity due diligence.
Mr. Leung has assisted audit committees and external legal counsels in investigations involving suspected manipulation of financial statements and improper disclosures as a result of whistleblowing. He has worked with Chinese companies listed on the NYSE or NASDAQ; worked alongside legal advisors in response to regulatory investigations; and advised MNCs on risk assessments, compliance reviews and testing, compliance monitoring programs and integrity due diligence. Mr. Leung has also advised on pre- and post- mergers and acquisitions transactions in China in relation to forensic risk assessments, compliance reviews and integrity due diligence.
Prior to joining A&M, Mr. Leung was a Partner with Forensic Investigation and Dispute Services at EY China for five years. Previously, he spent 14 years with Deloitte’s Forensic team.
Mr. Leung earned a bachelor’s degree from the University of Technology, Sydney. He is a Fellow Member of the Hong Kong Institute of Certified Public Accountants and CPA Australia and a member of the Hong Kong Association of Certified Fraud Examiners. Mr. Leung is fluent in Cantonese, Mandarin and English.
