Daniel Harlan

With more than 15 years of state and federal consulting experience, Mr. Harlan understands the importance of government programs and supports public sector leaders to drive transformational change, realize operational improvements, effectively manage federal resources and achieve long-term operational sustainability.
Most recently, Mr. Harlan supported a state in addressing the COVID-19 pandemic advising on the effective use of federal funds for public health response and recovery efforts. He led efforts to define and refine pandemic response/recovery budgets within the framework of available federal funds (FEMA, CARES Act, ARPA, etc.), supporting key decision making and monitoring performance.
Prior to the pandemic, Mr. Harlan has focused on improving service delivery and operations of health and human service programs. He led efforts to stabilize the financial operations of a $1+ billion program and identify opportunities for revenue enhancement while transforming and improving service delivery. Teams he led have worked closely with state officials and stakeholders to re-engineer operational processes, develop and transition to new/enhanced IT platforms, transform provider payment, and implement programmatic and policy changes.
Prior to joining A&M, Mr. Harlan worked with federal agencies to refine business processes, define requirements, and develop solutions to replace legacy IT systems. He focused on cross-agency and government-wide initiatives, including the implementation of Homeland Security Presidential Directive-12 (secure ID cards) and security clearance background investigations.
Mr. Harlan earned a bachelor’s degree in systems engineering from the University of Virginia and has both Project Management Professional (PMP) and Prosci® Change Management Certifications.
