With the rise in the use of upfront retention programs in place of, or in combination with, traditional Key Employee Incentive Programs (KEIPs), the U.S. Government Accountability Office (GAO) has openly called for Congress to step in to curtail this growing trend, making it increasingly difficult for distressed companies to retain top talent in one of the tightest labor markets in recent history.
