Mr. de los Reyes’ areas of concentration are capital planning, governance, financial controls, contract assessment, and overall risk management to maximize operational and financial performance. He brings leadership experience in Fortune 100 and Fortune 500 companies in global engineering, manufacturing, and construction, alongside risk-based consulting across commercial and government entities.

Mr. de los Reyes has advised large-scale capital project owners and operators on contract and project execution models, including design–bid–build (DBB), engineering, procurement, and construction management (EPCM), engineering, procurement, and construction (EPC) applications for optimal contract delivery and pricing strategy, and engineering and construction developments. In a previous role, he implemented the EPCM downstream strategy for the BP portfolio, with project sizes between $10 million and $100 million and total installed cost (TIC) in excess of $5 billion.

Mr. de los Reyes also uses his advisory experience across the project life cycle to support with technical and quantum analysis of disputes and claims management. He has been involved in claims filed for the BP spill in the Gulf of Mexico in 2010, as well as numerous energy, oil and gas, and US Department of Defense construction disputes. Other notable former clients in the energy industry include Bapco Refining, Repsol, Shell, ExxonMobil, Petrobras, DCP Midstream, Pemex, Equinor, Moss, and Vertex Energy.

Prior to joining A&M, Mr. de los Reyes held roles at PwC, Worley, and TechnipFMC, gaining direct experience in operations and execution of major capital projects.

Mr. de los Reyes earned a bachelor’s degree from the United States Naval Academy (USNA) in Annapolis. He also earned an MBA from McCombs School of Business at the University of Texas at Austin. He is a native Spanish speaker.
