Andrew Garner

With 34 years of experience providing strategic and delivery advice, Mr. Garner specializes in major organisational digital and technology citizen centric transformations across the major human services, health, transport and central government organisations across Australia and New Zealand.
Most recently, Mr. Garner provided strategic delivery risk advice to a major government ERP and shared services reform program for whole-of-government. He was also the Lead Advisor on several of Australia’s largest and most impactful digital government programs. These include the digital and technology reform of Australia’s Welfare Systems; the strategies, options and plans to support the modernization of Australia’s Health Systems; and the strategy, options and business case to support a state government progress to a “Single Citizen Service Delivery” approach.
Prior to joining A&M, Mr. Garner spent 17 years as a Partner with EY Oceania, where he most recently served as Oceania and Asia Pacific Digital Government Lead. In this role, he was responsible for working with government clients to define their future strategies and plans to leverage digital to increase the value that they could deliver to citizens.
Additionally, Mr. Garner was responsible for the identification and definition of key EY thought leadership papers on directions for global government and health clients. This included critical topics such as closing the digital divide for First Nations peoples using digital identity, as well as the directions and risk of quantum cyber and actions to mitigate for the future.
Mr. Garner earned a bachelor’s degree in business from the University of Southern Queensland, Australia. He is a member of the Institute of Chartered Accountants.
