David Noonan

Mr. Noonan specializes in sales and delivery work across cable, digital infrastructure, media and related technologies. His key skills include network upgrades, product planning (business and technical), financial analysis, product launch and the underlying analysis required to support these efforts.
Mr. Noonan’s notable assignments include several network upgrades and investment strategies for both operators and investors, where the technologies covered included Cable/HFC, DSL, Fiber, FWA and LEO. The work ranged from short-term due diligence projects to longer-term strategy engagements, including detailed node level ROI analysis, network upgrade sequencing, capacity planning and data center optimizations.
Additionally, Mr. Noonan has been involved in helping network operators and media companies evaluate various D2C, B2B and technology investment opportunities. His recent engagements have analyzed operator network upgrade paths, IP video, CDNs, data analytic platforms, commercial offerings and next gen broadband services. The work has included financial and business case analysis, assessing technical implications, evaluating vendors, build versus buy, analyzing cost structures and scaling, evaluating analytic platform strategies and quantifying investment levels versus alternative strategies. Mr. Noonan has also redefined value propositions and growth strategies for operators’ commercial businesses, with a focus on SMB. This work has included recommending new product offerings, partnership opportunities and the design and messaging to bring to market.
Prior to joining A&M, Mr. Noonan was with the CMT practice at Oliver Wyman, where he helped build the cable and digital infrastructure practices for North America. Previously, he was with IBB, a CMT specialized consulting firm later acquired by Accenture.
Mr. Noonan earned a bachelor’s degree in economics from Duke University.
