Clark Chandler

Dr. Chandler brings substantial experience assisting taxpayers at all levels of transfer pricing controversy, planning and compliance. He has provided expert testimony in tax court (retained by both the IRS and taxpayers) and has prepared numerous studies used in advanced pricing agreements (APAs) and competent authority negotiations. In the areas of planning and compliance, Dr. Chandler has helped implement a wide range of international pricing, licensing, and cost sharing projects. He has also appeared before the U.S. International Trade Commission.
Dr. Chandler has worked with the U.S. Internal Revenue Service and other tax authorities to evaluate the transfer pricing of specific taxpayers and provide advice on transfer pricing, including developing general positions and providing training.
Prior to joining A&M, Dr. Chandler worked in pricing consulting as part of Economic Partners and then as an affiliate of the Valentiam Group. Previously, he worked with KPMG’s Washington National Tax group as the Technical Lead for both U.S. and global transfer pricing issues. Prior to that, Dr. Chandler spent 23 years with Economic Consulting Services Inc., serving most recently as Senior Vice President and part owner.
Dr. Chandler earned a Ph.D. in economics from the University of Michigan. He has authored various articles, participated in numerous transfer pricing conferences, and has presented before the OECD on transfer pricing matters.
