With more than 25 years of management consulting experience, Mr. Blain has led all aspects of establishing, growing and running high-performing accounts in the public sector at the federal, state and local level. He is skilled at leading business development, inspiring excellence in staff, engaging C-suite level clients, and collaborating across internal and external organizations.
Mr. Blain’s notable assignments include winning a $2 billion contract vehicle to bring commercial consulting solutions to the federal government, delivering CFO operational reforms, CIO transformation and acquisition strategy to various Department of Defense commands.
Prior to joining A&M, Mr. Blain spent 10 years with Grant Thornton in San Antonio, serving most recently as a lead Partner for multiple federal government accounts. He worked across all military branches to improve their installation management, infrastructure planning and family services programs, which comprised extensive retail, recreation and childcare operations.
Prior to this, Mr. Blain worked with Booz Allen Hamilton in a variety of roles. He spent two years in Heidelberg, Germany leading a team of subject matter experts to conduct organizational design and change management for Europe-wide transformation project for a military client. Mr. Blain began his career at Arthur Andersen in the government consulting practice, serving healthcare, education and real estate portfolio management clients.
Mr. Blain earned a bachelor’s degree in political science from the University of Mary Washington and an MBA from Johns Hopkins University. He is a Certified Defense Financial Manager (CDFM). Mr. Blain has served on several local economic development and school advisory boards. He regularly presents at industry associations focusing on leveraging data analytics to support financial management and human resource functions.
