Kerri Zanchi

Ms. Zanchi’s notable assignments include leading large-scale developmental disability service modernization projects and conducting comprehensive system assessments. She has advised on federal compliance, waiver structures, communications, rate redesign, and information technology. She also led the design and operations of the Office of Change Management for Maryland’s Developmental Disabilities Administration, coordinating its communications strategy and overseeing the provider network’s transition to a new enterprise information system.
Ms. Zanchi was previously appointed to senior leadership positions in Massachusetts and Rhode Island, where she led program transformation, resolved federal class action lawsuits, and promoted a “No Wrong Door” system for service access. As Rhode Island’s Director of Developmental Disabilities, she partnered with provider networks, community stakeholders, Medicaid administrators, and other state agencies to implement outcome-oriented, person-centered community-based services. Her leadership supported the closure of sheltered workshops, compliance with Medicaid’s Home and Community Based Services Settings Rule, and the shift from congregate to individualized residential options.
Prior to her public service leadership, Ms. Zanchi spent 15 years in the private sector, directing programs for individuals with disabilities. With a firm commitment to independent living and consumer control, she promoted opportunities for self-direction, youth transition, and employment through the development and oversight of quality, person-centered services.
Ms. Zanchi earned bachelor’s degree in psychology from Central Connecticut State University and a master’s degree in social work from Rhode Island College. She is a licensed Clinical Social Worker in Massachusetts, a certified Prosci Change Management Practitioner, and a Board Member of the Massachusetts Association for People Supporting Employment First.
