Kate Roques
Notably, Ms. Roques served as the third-party fiduciary agent for the Guam Department of Education (GDOE) for four years, overseeing the spending of federal grants and monitoring compliance with the Education Department General Administrative Regulations. She directly supported the transition of duties back to the client, enabling GDOE to transition away from third-party oversight.
Further, Ms. Roques supported organizational reviews across four City of Seattle departments to evaluate the impact of increased job duties due to financial management system upgrades. She made recommendations to strengthen organization, evaluated business process flows, defined duties and expectations, and identified internal controls deficiencies.
In addition, Ms. Roques supported the implementation of a new financial management system for the Maryland Developmental Disabilities Administration (DDA), a $1 billion Medicaid agency. She facilitated documentation, approved new system requirements, and served as the intermediary between the client and subcontractor to ensure the new system was built to DDA specifications. She also led efforts to remediate 13 audit findings issued by the Office of Legislative Audits (OLA) by implementing new controls and processes, which resulted in OLA uplifting the audit rating and releasing $500,000 in withheld funds.
Prior to joining A&M, Ms. Roques worked at The Boeing Company for over 11 years, where she most recently served as an Earned Value Management Finance Manager for the V-22 Osprey Program. In this role, she was responsible for establishing budget baselines and performing quarterly Estimate at Completions and monthly variance analyses. She also regularly interacted with auditors to ensure compliance with Earned Value Management requirements. Previously, she served as an Internal Auditor at Boeing, ensuring financial, operational, and regulatory compliance across a range of programs. Ms. Roques also has experience resolving Sarbanes–Oxley deficiencies.
Ms. Roques earned a bachelor’s degree in business administration from the University of Mary Washington and an MBA from Seattle University.
