Joshua Markman

Mr. Markman’s notable assignments include coordinating national Project Management Office efforts for the US Department of Agriculture’s $2 billion Discrimination Financial Assistance Program. He oversaw application development, creation of the national distribution model, processing of more than 60,000 applications, continuous payment integrity reviews, and the distribution and reporting of awards to over 43,000 recipients nationwide. He also led the development of a risk due diligence program for an international university, creating disclosure, screening, and compliance frameworks to mitigate insider threat, export control, and affiliation risks.
As a federal executive, Mr. Markman served as Director of the Federal Emergency Management Agency (FEMA) Office of Response and Recovery’s Doctrine and Policy Office, where he oversaw doctrine, policy, declarations, and analytics. He also led enterprise-wide data management and analytics efforts and directed analytics and situational awareness for some of the nation’s largest incidents, including serving as a principal analytics leader for the FEMA–US Department of Health and Human Services COVID-19 pandemic response.
Previously, Mr. Markman oversaw national data collection and analysis projects, evaluated federal programs exceeding $500 million, developed risk-based methodologies that guided compliance reviews for more than 10,000 schools, and led a strategic risk assessment that re-prioritized law enforcement investigative work for a $1 billion annual portfolio. Prior to federal service, he began his career performing research and evaluation at the Urban Institute and consulting for federal clients at Grant Thornton Public Sector.
Mr. Markman earned a bachelor’s degree in sociology and a master’s degree in criminology from the University of Pennsylvania. He is a certified Project Management Professional and a certified Six Sigma Green Belt.
