Gina De Leon

With more than 16 years of industry and consulting experience in strategy and operations, Ms. De Leon has worked with clients across various industries, including government agencies, commercial real estate, oil and gas, and energy.
Ms. De Leon has led complex projects for public sector clients, enhancing efficiency, driving transformative strategies, and ensuring compliance with federal regulations, including Uniform Guidance (2 CFR 200). Other notable assignments include crafting a comprehensive Broadband Equity, Access, and Deployment budget narrative and justification, facilitating interactions with the National Telecommunications and Information Administration and advancing equitable access to high-speed internet for a State Broadband Office, and performing independent cost-estimate reviews for an $800 million mixed-use development, offering strategic insights for a commercial real estate developer.
Most notably, Ms. De Leon was responsible for developing strategic plans and operational frameworks that enhanced financial and operational efficiency for large-scale infrastructure projects.
Prior to joining A&M, Ms. De Leon spent several years in industry and consulting, where she most recently served commercial and public sector clients. In this role, she led business transformation engagements, overseeing large-scale public sector grants, infrastructure compliance audits, and operationalization of funding programs.
Ms. De Leon earned a bachelor’s degree in architecture from the University of Houston and a master’s degree in architecture from Penn State University. She holds a LEED AP BD+C credential and is an active member of various professional organizations. She was recognized as a 40 Under 40 honoree by the Houston Business Journal and received the Women of ALPFA (Association of Latino Professionals in Finance and Accounting) Rising Star award.
