Marc Powell is a Managing Director with Alvarez & Marsal in West Palm Beach. He specializes in infrastructure planning, financing, procurement, and deployment for public sector clients. He is active across all infrastructure sectors and focuses on broadband, green infrastructure, and next-generation transportation. He has expertise in federal and state grant programs as well as private financing, and he is a leading expert on structuring public–private partnerships.

With over 30 years of experience in infrastructure, Mr. Powell has advised: 10+ states on deployment of federal infrastructure funds for broadband, including Broadband Equity, Access, and Deployment funds, Digital Equity Act funds, the American Rescue Plan Act Capital Projects Fund, and Fiscal Recovery Funds, as well as advising on state-funded programs; 30+ cities and counties on standing up their own broadband programs; 30+ government entities on strategy and execution of infrastructure projects across sectors; and nearly 100 private investments in toll roads, airports, ports, rail, power, water, parking, transmission lines, telecom towers, and broadband. He has served most major private infrastructure investors, including strategic investors, private equity funds, and debt funds.

Mr. Powell’s notable assignments include structuring, from concept to final close, deployment of cellular network in one of the largest U.S. transit agencies, crafting a multibillion-dollar broadband state grant program, developing strategy for one of the world’s largest private equity infrastructure funds, and developing a turnaround strategy for a major computer manufacturer.
Prior to joining A&M, Mr. Powell was a Partner at Boston Consulting Group and a Senior Managing Director at Ernst & Young Infrastructure Advisors. He was an early employee and Senior Leadership team member at Viant, a pioneering internet firm.

Mr. Powell earned a bachelor’s degree in engineering physics from Université Laval, Quebec, and master’s degrees in electrical engineering and computer science, from Massachusetts Institute of Technology, and economics, from New College, Oxford University.

Mr. Powell is active in civic causes. He is or has been a Board Member at nonprofits including the New York City Opera and New York’s Citizens Budget Commission. He was appointed by the United Nations Secretary-General to the Board of the United Nations International School, where he served as Vice Chair and Chair of the Strategic Planning Committee.
