He specializes in technology strategy development, organizational transformation, multi-channel strategy and implementation, technology risk management and operational expense management. His primary areas of concentration include banking and financial services, utilities, public safety and regulated industry.
With more than 25 years of technology strategy, design, implementation and operating experience, Mr. Bluhm has led multiple business recoveries, helping organizations transform their technology into a strategic asset.
Since joining A&M in May 2014, Mr. Bluhm has led cybersecurity risk management program and governance development at a public utility, requirements development for mobile payments for a global foundation and served interim CIO for a $2.5B public organization leading a 100+ member team supporting 750+ branch locations. During that 4-month engagement, Mr. Bluhm identified areas for significant improvement in technology and security risk management and initiated changes projected to save the organization more than $9MM over the next 3 years.
Mr. Bluhm recently served as CIO Advisor to a top 10 city municipal police department, leading the transformation of the IT Department and establishment of an enterprise-wide portfolio management function, vendor management, cyber risk management and architecture re-engineering.
As part of a city-wide IT consolidation, he led the development of the service models, role definitions, structure and change management and implementation plans to redesign the application development and PMO functions covering ~300 team members.
Prior to joining A&M, Mr. Bluhm served more than seven years as Chief Information Officer and Chief Information Security Officer for the Seattle Financial Group (including Seattle Mortgage, Seattle Bank, and Reverse Mortgage of America). In this role, he led complex organizational change initiatives including a major divestiture. He led the successful replacement of the bank’s core system, the mortgage lending platform and critical service providers. He also led a complete re-engineering of infrastructure to enable high-availability, developed and implemented of the enterprise security program, performed bottom up risk analysis and directed system-wide disaster recovery and business continuity plan development, implementation and testing.
Previously, he was VP of IT and Research and Development for Chase Credit Systems and Research (and Fiserv, Inc. upon acquisition), where he successfully led the national credit report agency’s transition to a SaaS model providing industry leading capabilities and transactional performance.
Mr. Bluhm has served as CTO for multiple startups in the public education and healthcare, providing innovative web-based offerings for student learning management and materials sourcing. Prior, Mr. Bluhm led a project rescue team with Boeing Commercial Avionics Systems and held leadership roles in software development and test.
