Military Housing Privatization Advisory

Congress enacted the Military Housing Privatization Initiative (MHPI) program in the 1996 National Defense Authorization Act. (See 10 United States Code 2871-2885, as amended). This law allows the military services to address housing needs by utilizing private sector resources to finance and construct housing units consistent with current market standards. The law and other statutes authorize the use of direct loans and loan guarantees, conveyance or leasing of existing property and facilities, and the building of new housing and facilities to local commercially acceptable standards and codes. The MHPI's goal is to provide military members and their families with quality, affordable housing in a manner that is cost-effective and expeditiously replaces the Department of Defense's (DoD) aging inventory of housing units.

A&M is an adviser to the Air Force and to the Office of the Secretary of Defense (OSD) on the MHPI program. In general terms, this support includes financial, legal, real estate support and quality assurance / quality control. A&M performs all activities specified below in order to obtain Air Force and OSD approval - from concept development through to selection of the Highest Ranked Offeror (HRO) and the real estate and financial transaction closure.
